STANDARDS DEVELOPMENT COMMITTEES
RESPONSIBILITIES

Philosophy: Standards Council is responsible for the Strategies for the ASAE Standards Program, including policy and coordination activities across all ASAE Technical units. The Council provides the overall guidance for the 03 Standards Committees who handle the operational aspects of standards development with Developing (Technical)Committees addressing content, technical detail and balloting.

KEY RESPONSIBILITY           DETAILS

1. Purpose and Scope (Strategy)

  • Identify areas requiring revisions to existing standards or development of new standards
  • Develops purpose and scope of proposed standards work including value/benefit to identified end users or parties impacted by standard
  • Identify whether proposed standard, in total or in part exists in other Standards Developing Organizations (SDO) and whether work should be as original document, harmonized with existing standard or adoption of existing standard
  • Presents project proposals to 03 Standards Committees for approval to proceed with development
2. Operational
  • Develops the standard based on the approved project outline submitted to the 03 Standards Committee.
  • Utilizes electronic systems for development of draft standard, conducting meetings
  • Networks with Technical Services Support Services, ASAE, for development assistance in structure, format and procedural issues

3. Committee Representation (Liaison)

  • Based on the standard project presented, identify the required participant disciplines that need to be represented in the standard development (Representation can be from within ASAE membership or outside resources)
  • Ensure candidates required to meet the ANSI requirements for representation are involved in the development through balloting stages of the standard
4. Review and Balloting
  • Invite other parties with direct or indirect interests to participate in review and balloting of the standard. Include out side resources whenever deemed needed, or required by ANSI procedures for representation. Document participants
  • Conduct the review and balloting of the proposed standard
  • Balloting requires all members participating in the proposed standard to cast a ballot.
  • Approved standards shall be submitted to the 03 Standards Committee for confirmation of due process, and adoption as ASAE standard, and submission as National (ANSI) standard and/or as international standard work item.
5. Issue Resolution
  • Committee shall handle issues raised in the balloting recruiting resources required to assist as needed
  • Unresolved issues require submission of the drafted document with supporting documentation to the 03 Standards Committee for review and comment and assistance in reaching a satisfactory conclusion

6. Standard Submission

  • Committee submits approved standards to the 03 Standards Committee with updated information on the original project submission on values/benefits and participants. 03 Standards Committee reviews for application of procedures and assurance following of due process in development
  • Provide records as outlined in procedures for retention by ASAE.
