ASAE 03 STANDARDS COMMITTEES
RESPONSIBILITIES

Philosophy: Standards Council is responsible for the strategies for the ASAE Standards Program, including policy and coordination activities across all ASAE technical units. The council provides the overall guidance for the 03 Standards Committees who handle the operational aspects of standards development with Development Committees addressing content, technical detail and balloting. Policy and procedure are the responsibility of T01.

KEY RESPONSIBILITY           DETAILS

1. Budget

  • Provides input to Standards Council on budgetary requirements/impacts
2. Funding
  • Identify key constituents for CSP support for the Standards Council programs
3. Liaison
    Internal
  • Report to Standards Council committee standards activities/issues
  • Interact with ASAE technical units to coordinate with SC02 overlapping interests

    External
  • Identify and include key constituents in standards development.
  • Profile standards and users or standards (values/benefits)
  • Appoint representatives to key organizations and SDOs, national and international, with which ASAE has working relationships
    - ANSI, SAE, ISO, IA, EMI, FEMA, ASTM, etc.
    - Key groups with interests or impacted by standards, EPA, federal agencies
4. Policy/Strategy
    Bylaws/Procedures/Policy
  • Establish bylaws in concurrence with guidelines set forth by the Standards Council
  • Establishes and confirms bylaws for the Standards Development Committees within the technical divisions

    Strategy

  • Develops long term strategic standards plan for technical division
  • Monitor relevancy of existing standards and requirements for initiating new standards projects with forward planning
  • Ensure that standard development committees, including sub committees, have representation from impacted areas of interest from drafting through balloting with appropriate expertise applied
  • Confirm the purpose and scope of Development (Technical) Committee proposed standards activities with respect to the following:
      · Relevancy
      · Cross divisional implications
      · Need to develop, harmonize with or adopt other SDO existing standards in lieu of developing a ASAE version
      · Compliance with ASAE objective of a world center for standards (national or international scope of the proposed standard)
      · Encourage committees to develop new standards in areas of interest to Society through forward planning
      · Ensure due process, procedures and standards policies of ASAE have been adhered to in standards development. (Balloting of standards for adoption of content is the responsibility of the development committee, the consensus body per ANSI procedures)

  • Act on standards issue resolution brought forth by development committees

  • Identify and recruit resources required to work the standards process
  • Appoint sub or developing committees for standards projects
  • Recommend representatives to other SDO activities
  • Coordinate alignment of standards development (technical) committees with international SDO activities with the T13 Committee

6. Acknowledgement

  • Identify and nominate candidates for awards and acknowledgements

    7. Marketing

  • Provide to the standards council recommendations on means to promote the development, application and support of standards.
