    PTO safety problems will continue until shields are replaced using a different design philosophy that recognizes that PTOs are power transmission components. Safe solutions are possible for transferring power from the tractor engine to a mounted or pulled implement. These solutions eliminate or completely guard PTOs. Machinery on U.S. farms must be retrofitted with a new solution to solve safety problems.
